Tough question - it really shouldn't be rebuilt when they KNOW its below sea level and similar event can happen again...
Who will insure it?
Now if they can figure a way to get it above sea level and rebuild... yes.
Such a terrible situation for those who live(d) there.
Of course there will be another hurricane - question is when... but that's not the real issue - the main issue is its being a "bowl"...

If they spent the money in the first place to fix the levy to with stand a cat5 hurricane this wouldn't of happened. Hopefully when they rebuild which they will, they will engieneer the levy to with stand future hurricanes.

New Orleans will be rebuilt. Yes, it's a mess (understatement) and it will take a long time to get it back in shape...but it'll be back. And more than likely better than ever. New Orleans didn't just simply get erased from the map...This city has too much heart and soul. It won't die or relocate. It will be restored and rebuilt. It'll become better and safer. And people will be flocking to live and work there.
Just my opinion...one I'm willing to bet on. http://oakhurstonline.com/icon/wink3.gif
Just about every major city in history that has suffered major disaster of any kind has come back better than before.

I bet the fricking feds won't withhold funds for levee repair next year.
I just heard on CSPAN that last year was the first year in 37 years that all repair and reinforcement projects were halted by the Army Corps of Engineers. And it was because the Bush administration withheld the needed funds for levee repair. And as far as them not knowing??? Ive heard people telling me not to point fingers now...Why the hell not? Why don't you want to know where the failure, YES, FAILURE came from?
In 2004 FEMA ran a simulation exercize. They called it Hurricane Pam. Read this FEMA (http://www.fema.gov/news/newsrelease.fema?id=13051) report...don't tell me they didn't know. They knew. The Bush administation can lie all they want. The truth is there. And in that FEMA report.

New Orleans Has to be rebuilt http://oakhurstonline.com/icon/happy.gif( in my view )
This is/was a place that has so much history and lore attached to it. If I would have been born their I would hate to say that my home town is gone and that it wasn't good enough to be rebuilt http://oakhurstonline.com/icon/cry.gif
New Orleans has/had it's own smell , flavor , style , history that must return. If the Dutch can build lochs and levees' that last 100's of years than so can we http://oakhurstonline.com/icon/yes.gif.
One Last thought; Where would they film "Girls Gone Wild" http://oakhurstonline.com/icon/eusa_dance.gif part whatever, if New Orleans Bourbon Street Balconies were gone? Just think of all the necklaces lost http://oakhurstonline.com/icon/no.gif, that's reason enough for me , but I'm just a shallow Alpha DOG http://oakhurstonline.com/icon/sneaky.gif http://oakhurstonline.com/icon/clown.gif

That was mean. I have this theory that NO will be rebuilt, and since the property will all be new, and therefore high end, the majority of the "new" population will more than likely be republican since republicans tend to have a higher rate of wealth. http://oakhurstonline.com/icon/wink3.gif
HOPEFULLY though, they wont waste all that time, money, or energy on renewing an area thats so at risk, and no one else will ever be hurt in NO. http://oakhurstonline.com/icon/happy.gif

I'm with Keith! http://oakhurstonline.com/icon/wink3.gif
I've been thinking about the Brennan family who have 13 restaurants in New Orleans...3 of which are in the French Quarter. (Todd used to work for Ralph Brennan at the Jazz Kitchen in Downtown Disney)...I think about Paul Prudhomme and Emeril Lagasse who made their start at Commander's Palace (Brennan family restaurant that's been around since 1947, I believe)...Besides the Cajun and Creole cuisine which was born there....the jazz greats. Mardi Gras. New Orleans cannot and will not die. It can't start over anywhere else. I believe most everyone from New Orleans will be back when they can return. Just my thoughts.

While some may believe that the "poor folks" (as many news crews have referred to the impovrished peoples) won't be able to live there any more, I believe that that is what all of the donations from so many people are for...to rebuild what was lost. I don't think that our nation could ever be the same without New Orleans...I really wish that I had made the time to visit before the Hurricane hit. I've never been, but hopefully I can go there some day. As far as finger pointing goes, point all the way up the line of government...the mayor, govenor, FEMA, President, National Guard, and the people who refused to go, just to refuse...not the people who couldn't get out....Each area of government failed these people. I don't really feel that I can depend on the government to be there for me in the event of a disaster...not the current administration at least. It's sad to say that....I always thought we could atleast count on them for that...if nothing else. We failed those people, those poor poor babies that died for no reason.

ColdWolf.... the feds had already given the money to Louisiana/New Orleans for the levy repair..... seems the money was never spent on the task it was earmarked to... Mmmmmm maybe a lil bit of corruption and embezzlement in Louisiana?.... Nah.. never!! Never in Louisiana! Not Huey Long country!

The city will be rebuilt and I don't mind, as long as government funds are not used to do the repair (except on gov't owned property, obviously). I'm tired of paying for the government to bail out people who choose to live in dangerous areas. These costs should be covered by private enterprise. The biggest danger where I live is fire and I wouldn't expect the government to bail me out if I lost my house because of my choice to live where fire danger is high.

If people are able to buy/afford flood insurance for their below-sea-level homes and business's, That's fine with me.
I sure as heck wouldn't insure them. Too risky.

I think it might depends how the fire was started.
For me, my main fear is earthquakes... http://oakhurstonline.com/icon/sad3.gif
