By Maria MirandaThe Board of Supervisors decided on Tuesday to handle code violation citations outside of the court system, instead opting for administrative hearings.

"It speeds up the process," said Eric Yancy, the county's code enforcement officer. He said an administrative citation and hearing system will help both the county and its residents "move forward in the most expeditious manner" when dealing with code violations.

Under the ordinance, county code violators will be issued a citation and directed to pay a penalty - ranging from $100 to $1,000 depending on the offense. The violator has up to 30 days to correct the problem and can either pay the penalty or challenge the citation before "an impartial hearing officer," according to county documents. The proposed hearing officers are subject to disqualification for bias, and the violator has the right to appeal the officer's decision to the Board of Supervisors.

Hmmm, so a hearing officer provided by a company that the county contracts with (and the county pays according to what is collected) would be considered "impartial"???????????????? I don't think so.................
