Just a heads up, the seller of a vehicle is responsible for the smog inspection, the following is from the DMV website:
When a car is sold, who is responsible for the inspection?
The seller is required to provide the buyer with a valid smog inspection certification at the time of the sale or transfer. Smog certifications are good for 90 days from the date of issuance.
The inspection is not required on a transfer if a biennial smog certification was submitted to DMV within 90 days prior to the vehicle transfer date (a vehicle inspection report may be required for proof of certification).
Note: Smog certifications are not required for transfers that occur for any motor vehicle that is four or less model years old. A smog transfer fee will be collected from the new owner.
I would recommend that you spend a few bucks get the inspection and certificate. And perhaps protect yourself from the buyer coming after you if it does not pass inspection (by having the sell undone or charging you for any repairs). The phrase "buyer responsible for smog..." may not be enough to protect you. I personally would question "what is wrong with the vehicle?", better to be able to say "current smog as of...."
If for some reason you are having a hard time getting it to pass inspection, sell it for parts, you might make more that way.

ok then. this is relisted as a parts vehicle.
this vehicle is intended for parts. it is not intended to be rebuilt or used as transportation. as such the buyer will be responsible for smog.
it did pass smog last time it was tested, and i have no reason to think it will not pass again. but i also have no interest in putting any money into it either.

I would be interested if either it had a current smog certificate or the price was lower. $1,500 is a bit too much for me to pay for a "parts" car. Good luck though!
