Consumer Assistance Program for vehicles that don't pass smog

My hubby had his truck smogged this pass Friday and it didn't pass. Has anyone been through this before or know of anyone who sold their vehicle to the program they have where you can get money for bad vehicles that don't pass smog?

On the back of my Registration renewal Notice it's says to contact 1-800-952-5210 or www.smogcheck.ca.gov and click on the Consumer Assistance Program link
